Luxury tax in Ukraine is 25,000 hryvnia per year. This applies to cars under 5 years old and costs 375 minimum wage (in 2024 this is 2,662,500 hryvnias).
Although expensive premium cars are not uncommon in Ukraine, budget revenues from transport taxes are not so large – reaching 160 million hryvnia in 2023.
The fact is that luxury tax is collected only from owners of expensive cars that are on the special list. It is published every year by the Ministry of Economy.
This year, there are 184 models from 13 brands on the list, and many luxury cars are not on the list. For example, Ferraris, whose cost in Ukraine sometimes reaches $ 800,000, are not there. For example, millionaire Alexander Slobozhenko and Valentin Slobodyanyuk, head of the legal department of the State Enterprise MOU “Oboronavtoremontservis”, own Italian supercars.
Two other supercar manufacturers, Lamborghini and McLaren, are also not included in this list. In 2023, Rolls-Royce disappeared for some reason, although new cars of this brand will appear on Ukrainian roads. Deputy Gennady Vatsak was seen driving one of them.
