Ukrainians are allowed to pay less for electricity due to ongoing power cuts: what does it take?

A new calculation mechanism has been developed due to planned and emergency power outages.

Ukrainians have changed the rules for calculating amounts in electricity payments due to frequent and long interruptions. Now, if meter readings are not transmitted on time, electricity charges will be made not according to consumption standards, but by considering the discount factor. This is stated in resolution 1603. “On the Amendment of NEURC’s Decision No. 393 of 20 April 2022” National Energy and Utilities Commission (NKREKU).

Therefore, the reduction factor should take into account the period when there is no electricity in the homes of Ukrainians. The longer the light is absent, the higher the coefficient, respectively, the lower the amount in the light receipts. But only for those Ukrainians not delivering meter readings on time. The remainder is paid according to the meter reading.

“In connection with the emergency and stabilization shutdowns, situations objectively arise when it is technically impossible to transmit meter readings and the average daily consumption volumes are expected to decrease,” says the adopted resolution.

Distribution system operators must also notify NEURC before the 25th calendar day of the month following the invoice month of the discount factor applied for changes in electricity consumption when calculating the amount of electricity supplied to the grid.

NEURC approves tariff increase in 2023

A little less than a month ago, NEURC approved the draft resolutions on the approval of new tariffs by NPC Ukrenergo for the transmission and distribution of electricity:

  • the increase in the transmission tariff is confirmed at UAH 522.46/MWh (for comparison, it was UAH 345.64/MWh in 2022);
  • shipping tariff increased to 283.18 UAH/MWh (was 62.13 UAH/MWh in the current year);
  • For companies belonging to the green electrometallurgy category, the transmission tariff for the next year has been agreed in the amount of 286.29 UAH/MWh. There was no such tariff in 2022.
