Akhmetov, Kolomoisky, Firtash and the Chinese: those who own energy facilities in Ukraine

According to YouControl research, 16.6% of Ukraine’s energy infrastructure is controlled by foreigners and Rinat Akhmetov owns 18 energy companies.

YouControl analysts surveyed the energy sector for beneficiaries of key energy facilities in Ukraine. As a result, 367 energy companies were included in the study. These companies are among the top 20 businesses in each region in terms of net income and have the main KVED in section D “Electricity, gas, steam and air conditioning supply”. 61 (16.6%) out of 367 companies have foreign founders or ultimate beneficiaries. In other words, one sixth of the critical infrastructure of the energy sector emerged with the participation of foreign capital. This is covered in the YouControl study.

According to the research, the largest number of companies are owned by owners from Cyprus (23), Germany (6), China (5) and Latvia (5). Also on the list is a company from Russia. YouControl analysts remind that the jurisdictions of Austria, Cyprus, Switzerland and the Netherlands are one of the most popular ways to structure business groups, and basically the business interests of representatives of other countries are behind nominal foreign owners.

study says Rinat Akhmetov, the richest Ukrainian, is the beneficiary of 18 companies in the sample of companies studied. Another energy company has a company controlled by Rinat Akhmetov in its shareholding structure, which owns approximately 25% of the shares. More than 70% of the shares of this venture belong to the VS Energy group, which ranks 4th in terms of the number of companies in the energy supply sector.

The Energy Standard business group, controlled by Konstantin Grigorishin, ranks third in terms of the number of related companies operating in the energy sector. But only in a third of them the “Energy Standard” controls more than 50% of the authorized capital. Other companies are partially owned by the group and have other co-owners. Businessman Igor Kolomoisky is Konstantin Grigorishin’s partner in six energy companies. In addition, the shareholders of these companies are most likely several Cypriot offshore companies controlled by Kolomoisky and Grigorishin.

Another partner of the Energy Standard group in a large energy company is Anatoly Boyko, son of Yuri Boyko, former deputy of the Opposition Platform for Life. Boyko family generally controls 3 energy companies. Sister of Sergei Levochkin, Yuriy Boyko’s colleague in “OLE” – Yulia Levochkina owns three companies operating in the field of electricity generation and distribution. And partner in two companies Igor Tynny, known as the co-founder of the Ukrainian Renewable Energy Association and a shareholder of PJSC “Kyivspetstrans” (removal, disposal and processing of solid and liquid household waste in Kiev).

The brother of Igor Surkis, another former member of the Opposition Platform for Life faction Grigory Surkis, owns two electricity distribution companies. Its beneficiaries are also Gennady Bogolyubov, partner of Igor Kolomoisky. A According to the latest statement by former people’s deputy Viktor Medvedchuk, published for 2020, the co-owner of offshore companies – his wife Oksana Marchenko, a shareholder of three Ukrainian oblenergos.

According to YouControl research, The largest number of companies (31) included in the sample, whose main KVED is “Electricity, gas, steam and air conditioning supply”, belong to Group DF of Dmitry Firtash. Also, the sample includes 5 gas transport companies that are part of the Sodruzhestvo group of companies, controlled by the former deputy of the Kherson District Council at the 6th meeting of Viktor Popov of the Party of Regions (2010-2015).

In addition to domestic businessmen, a number of large energy companies are owned by Chinese investors. 9 Companies in the field of alternative energy in Ukraine are part of CNBM International Corporation (CNBM International), which is a division of “China National Group of Construction Materials Companies”. (China National Building Materials Group Corporation, CNBM). CNBM International oversees the Committee on Control and Management of State Property within the State Council of the People’s Republic of China.
