The right to compensation will be granted to individuals – citizens of Ukraine who own the construction, customers of construction, investors of damaged or destroyed real estate and their heirs.
Ukraine’s Verkhovna Rada on Thursday (February 23rd) supported bill 7198 on the creation of a compensation mechanism for houses destroyed or damaged during the war. This was announced by the deputy Yaroslav Zheleznyak.
It will be almost impossible to get money for damaged property – they will be replaced, in particular, payment for housing certificates or repair work.
How will compensation be provided?
It is known that the law will be in force for 3 years after the removal or cancellation of martial law in “territory where such an object (where) exists”. Compensation will only be provided for property damaged or destroyed from February 24, 2022.
“The law will not apply to facilities located in temporarily occupied territory at the time of declaration of martial law,” Zheleznyak said. said.
Compensation itself will only be provided for damaged or destroyed residential property. For example:
- circles;
- other living spaces (rooms in dormitories);
- properties;
- garden and country houses;
- construction objects with supporting and external structures.

As Yaroslav Zheleznyak explained, it is almost impossible to get money for damaged property.
“The owners of demolished apartments and other residential buildings will be issued a housing certificate. This is a document confirming the state’s guarantee to finance the purchase of an apartment or other residential premises (including those that will be built in the future) for a certain amount of money,” explained the deputy.
At the same time, according to the deputy, private landlords can count on monetary compensation, as they will be offered a choice:
- obtaining a housing certificate for the purchase of an apartment or house;
- or money to be transferred to an account with a special use to finance construction.
What will be the compensation amount?
The maximum amount of compensation, both in monetary and in the form of a housing certificate, has not been established. There will also be no restrictions for the following:
- location
- medicine;
- new residential area, the construction of which will be financed with a certificate.
