“More vacancies, fewer applicants”: how is the labor market in Ukraine changing?

A record number of vacancies were posted at the job sites at the start of the year, and since then the number of job postings from employers has continued to rise, while demand has continued to rise.

After the outbreak of an all-out war in Ukraine, the number of vacancies is increasing, but job seekers are decreasing. This is stated in the open data platform “Opendatabot” study published today, March 6th.

The largest increase in monthly vacancies was recorded in the Kirovograd region (+22%), the Dnipropetrovsk region (+16%) and the Chernivtsi region (+15%). Business activity revived in regions suffering from Russian aggression: 15% of vacancies in Mykolaiv and Chernihiv regions. Overall, the number of active job offers increased by 11% in February compared to January. This is still less than in February 2022 – one and a half times.

But at the same time, the number of resumes coming from job seekers on job sites is decreasing. Thus, in February, their number decreased by 8%. In particular, men’s resumes decreased by 7% during the month, while women were more actively looking for new jobs, and the number of women who created a new resume remained virtually unchanged during the month.

At the same time, the number of Ukrainians looking for a job is still 6 times more than the number of vacancies. Most often, young people aged 16-24 are looking for work – almost twice as many as those in the 25-35 age group.

According to one of the job search services, the rate of hiring IT specialists in February increased by 30% per month – 1154 accepted offers. This figure has returned to 2022 levels. However, candidates apply for an average of 25 open positions in the three months before receiving an offer. In total, companies posted 13,573 open positions in the service in question. Employers received 74,000 contact requests.

At the same time, salaries for hiring experienced professionals (5+ years) fell compared to February 2022. Accordingly, the number of active candidates began to decrease by 2% in February.

At the end of 2022, the personnel portal Work.ua conducted a survey among HR professionals from 37 small, medium and large businesses, which concluded that most employers plan to revise salaries in 2023 and their growth could range from 8% to 30%. % depending on the situation in Ukraine and the level of competition for specialists. Meanwhile, as of January 2023, 2 million Ukrainians were looking for work at home, and there are 2.7 million more who went abroad due to the war but are ready to return to work.

We also recall that from January 1, 2023, Ukrainians with unemployed status receive a smaller amount of maximum unemployment benefits: 6700 UAH instead of 9,750 UAH as in 2022.
