“Not enough money”: Rada proposes to cancel military benefits after demobilization

The author of the initiative, Galina Tretyakova, believes that the support system for veterans using money from the state budget should be “transformed and updated.”

In Ukraine, instead of benefits, special scholarships may appear for military personnel, payable within two to three years after discharge. This was expressed in an interview published on March 22, 2023 by Galina Tretyakova, the people’s deputy and head of the committee on social policy and protection of veterans’ rights of the Verkhovna Rada of Ukraine (VRU).

The deputy announced that some aids did not work today because the budget could not afford them.

“For fighters, there is a big problem with the lifetime benefits provided by politicians in the current legislation, once without taking into account the capacity of the state budget. Some of this aid does not work,” said Galina Tretyakova.

He said that the veteran support system should be reorganized to meet the needs of veterans when budget funds are used for this.

“The concept proposes to transfer the benefits existing in the legislation for fighters in addition to 2-3 years of cash salary / main income,” said the head of the Rada committee on social policy and protection of veterans’ rights.

How much will the scholarship amount be?

Galina Tretyakova believes that the amount of the scholarship should depend on:

  • positions of the army during the war;
  • service life;
  • number of completed combat missions.

At the same time, they should be asked what they need first and what kind of support and service they expect after being discharged into the army. We are talking about shelter, state financial support for the period of adaptation to civilian life, rehabilitation, vacation, state aid for the fighters to gain their economic independence.

Tretyakova also said that after being discharged, fighters will be able to request at least 2-3 months of paid leave, at the expense of the state, with an income at the level of the average monetary allowance during the service.

“According to the optimistic scenario, after this 2-3 months of government support and close interaction with the Veteran Patronage Service, the demobilized soldier has a job, income, government scholarship for his main income, medical protection, accommodation, additional or partial qualifications (if necessary),” he added.

Recall that on January 10, 2023, the Tax Policy Committee mainly supported Bills 8298 and 8299, which propose to introduce tax and customs advantages to industry and business during martial law. The purpose of the bills is to support domestic industry and commerce during the war, as well as to support vocational (vocational) and vocational higher education institutions.
