Military and defense customers will report unit prices in the Prozorro system at the time of their armed purchase.
From April 23, it will be possible to check information on purchases of armed defense in the Prozorro system. This was reported by the press service of the Ministry of Economy.
Thus, according to the new version of the law “On Defense Tendering”, military units and defense customers will publish information on unit prices for their armed purchases. Defense customers and associations must report within ten business days from the date of contract signing.
As Deputy Minister of Economy Nadezhda Bigun explained, it will be possible to get acquainted with food, clothing, fuel and other purchases. Only purchases will be published where the cost of defense goods and services is equal to or more than UAH 200,000, and for defense works – UAH 1.5 million.
The reports will contain a limited amount of information, namely:
- customer name
- subject of tender
- unit price.
According to Bigun, the fact that the information will be published on Prozorro will be an incentive for a more comprehensive approach to their behavior. He also added that the ministry is working on a new procedure for framework agreements for defense needs. Thus, defense industry representatives will be able to choose competitive suppliers over the Prozorro system and at the same time will not publish sensitive information in the system.
Recall that on January 21, journalist Yuriy Nikolov published an investigation in which he said that the Ministry spent budget funds and significantly inflated food prices for the Ukrainian army. According to the results of the investigation, the agency placed an order for eggs. 17 UAH per piece.
The Ministry of Defense opened information about how much the purchased products cost for the Armed Forces of Ukraine. According to the department, they are serving food, not items from the list. According to the updated contracts, the cost of daily catering will be between UAH 137.04 and UAH 144.06.
DBR detained entrepreneurs who sold eggs to the army for 17 hryvnia. Episodes were also recorded when some entrepreneurs reported inaccurate data that food was provided to the military but nothing was actually provided. Items that did not exist were then simply “erased” by soldiers as “eaten ones”.
