Without leaving home: how can Ukrainians register their property rights during the war?

The Department of Communities, Territory and Infrastructure Development explains that registering real estate confirms that you are the legal owner of the property and makes it impossible for fraudsters to falsify property documents.

Residents of the Transcarpathian, Kiev, Dnepropetrovsk, Odessa, Rivne, Ternopil, Kharkiv, Khmelnytsky, Chernihiv regions and the city of Lutsk will be able to apply for registration of rights to real estate on the Diya portal. This was reported by the press service of the Ministry of Communities, Regions and Infrastructure Development of Ukraine on May 18, 2023.

Previously, Ukrainians from the Lviv region, Ternopil, Kharkiv and Chuguevsky district of the Kharkiv region could use a similar service on the Diya portal. Other Ukrainians, who did not have the opportunity to use the portal, had to go through at least three government agencies to register the rights to their property.

“Registering a property confirms that you are the legal owner of the property. This makes it impossible for fraudsters to falsify property ownership documents. In DRRP, the property record provides data as it will be stored in a secure digital environment, unlike paper archives. For example, after the outbreak of a large-scale war, Many such archives have been destroyed by the BTI or looted by the invaders.”

How to register property in “DI”?

  • Login or register on the portal;
  • Select “Services” – “Land, construction, real estate” – “State registration of rights to real estate”;
  • fill in the required information and send scanned copies of documents;
  • Sign the application with an electronic signature.

All data and a request to the Technical Inventory Bureau (BTI) will be automatically sent, after which the registrar will enter the information in the State Real Estate Rights Registry (DRRP). The applicant will be able to learn the result by viewing the situation in the office through Diya portal. This will also be notified to the applicant by email.
