Not just because of loans: Ukrainians were told why you could be on the debtors register

In Ukraine, a number of sanctions were imposed on borrowers, including restrictions on opening new bank accounts and blocking existing ones.

After the start of a full-scale war, the number of citizens in the Unified Registry of Debtors increased by 615,000, or 8%. This is proven by Opendatabot data.

It is noted that the number of debts, which was 7.44 million in February 2022, has now exceeded the 8 million mark. In pre-war 2021, the annual increase was 1.5 million, or 29%.

The main reasons why Ukrainians are included in the Register of Debtors

Almost a quarter of all debt – 24.6% – Fundraising in favor of the state.

Another 21.4% is due to debts. unpaid fines for traffic violations. In total, during the full-scale war, the increase in the number of such debts amounted to + 23%.

The largest decrease in the number of debts since the beginning of the war was recorded, in particular, in the category of “recovery of funds”, which included: loan debts. Their numbers decreased by 29%. The share of these debts in total is 18%.

Payment debts category was the most progressive fines for administrative offenses. During a full-scale invasion, their numbers increased by more than 27%.

More than 22% increase in number bills. As of May 2023, their share in total debts is 8%.

As in previous years, it remains the least numbered category. alimony debts – slightly more than 2.5% of total debts.

Recall that in Ukraine, from May 9, 2023, the decree of the Cabinet of Ministers, which prohibits the State Executive Service from arresting accounts of Ukrainians in the amount of less than 100 thousand hryvnia during martial law, has expired. Reason: The law “On making changes in certain laws of Ukraine on certain features of the organization of the execution of court orders and decisions of other bodies during martial law” came into force.
