“The guilty must be punished”: EU bears special responsibility towards Ukraine – European Commission

The EU will consider the allocation of support to Kiev from the frozen funds of the Russian Federation even before the summer vacation. Investments in Ukraine require the participation of the private sector.

European Commission President Ursula von der Leyen said at the London Conference on the Restoration of Ukraine on Wednesday (21 June) that the European Union has a “special responsibility” to Ukraine.

At a conference attended by countries providing military and other support to Ukraine, representatives of more than 400 companies from 38 countries attended, von der Leyen talked about the necessity of private sector participation to invest in Ukraine.

He also talked about a four-year financial aid package for Ukraine proposed by the European Commission. For this, grants from the European budget and loans collected in the capital markets will be provided. It is also planned to use frozen Russian assets.

According to von der Leyen, the proposal for these Russian assets will be considered by the European Commission even before he leaves for “summer vacation, as the perpetrator must be held accountable”.

Von der Leyen also said that he has no doubts that Ukraine will become a part of the European Union.

Saying that Ukraine’s budget deficit is about 60 billion euros, the Minister added that he offered EU countries to close 45 percent of the budget deficit, that is, 50 billion euros.

Recall that the EU has renegotiated Ukrainian grain exports. The European Commission has yet to decide on the extension of the restrictions, but such a decision would be fair, according to European Commissioner for Agriculture Janusz Wojciechowski.

It was also reported that for the first time, the European Commission has presented an economic forecast for Ukraine, which states that almost everything depends on the outcome of the war.
