Persons from occupied territories receive additional protection: Cabinet explains details of decision

According to the government’s decision, people will no longer have to go to places of conflict to leave the place of registration – the procedure has been made safer.

The Cabinet of Ministers adopted a resolution facilitating the registration of the place of residence of people coming from temporarily occupied territories and areas of hostilities. Particular attention was paid to the registration of children. The details of the decision are stated on the “State Gateway”.

On 4 August, the Government adopted Decree No. 820, which was created in line with the recommendations of the State Migration Administration. The decision describes in detail in which registers and according to what procedure data on persons with VOT are entered, in particular, the place of residence is registered.

The Government Portal states that the decision is “additional protection” for citizens suffering from Russian occupation and hostilities.

Place of residence of persons with HAT: details

Names of records in which data on the place of residence are entered:

  • Unified demographic registration – when issuing or changing passports, international passports, residence permits (for adults and children);
  • State Migration Service information system – issuing a passport and international passport for a child;
  • registration of a territorial community – when registering (declaring) a place of residence (for adults and children).

The authorities also described some situations that may arise during the processing of documents as follows:

  • with declare a new place of residenceThere is no need to remove persons from the WTO and places of hostilities from their previous places of registration (according to law 3054-IX);
  • children are registered at the address where their legal representatives or cohabitants are registered;
  • it is free to enter information about the place of registration;
  • You can post, modify, paste a photo in any department of the State Immigration Service or ASC.

We remind you that IDPs who obtained IDP status before February 22, 2022 take another six months to establish their identity at Oschadbank. Officials reported that it is not necessary to come to a bank branch for this.

From September, checks on the place of residence and property status of IDPs begin: if they see a discrepancy, they can cancel their social assistance payments.
