The drafters of the bill explain the innovations as follows: Changes are needed to legalize self-employed workers, whose number exceeds 500 thousand in Ukraine.
On October 20, a group of MPs of Ukraine registered bill 10166, which proposes to introduce a special tax regime for self-employed persons, primarily couriers, taxi drivers, domestic workers, hairdressers and the like.
The Draft Law of Ukraine “On Amendments to the Tax Code of Ukraine and some other legal acts of Ukraine on the introduction of a special regime for taxation of income from the conduct of certain types of activities” refers to simplified conditions for legalization. Participation of more than 500 thousand self-employed people and determination of the legal framework for the activities of online platforms.
According to the document, a person applying a special income tax regime has the right to carry out the following types of activities:
- provision of care services for the sick, the disabled, disabled or partially able persons and the elderly;
- provision of taxi services and other transportation services by passenger vehicles;
- courier activities (home delivery services);
- carrying out repair work on residential and/or non-residential real estate;
- provision of translation services;
- training and care of pets;
- activities aimed at organizing and conducting festive events (toastmaster, presenter);
- activities in the field of human health that do not require a license (activities of nurses, physiotherapists or other paramedical personnel in the field of optometry, hydrotherapy, therapeutic massage, occupational therapy, speech therapy, hand care, homeopathy, manual therapy, acupuncture, activities of psychoanalysts, psychologists and psychotherapists);
- photography services;
- home services;
- child care services;
- services related to cleaning and maintenance of housing upon individual orders of individuals;
- home repair services for clothing and home textiles;
- home repair services for knitwear;
- home repair services for leather goods and travel items;
- home repair services for radio-television and other audio and video equipment;
- home repair services for electrical appliances and other household appliances;
- home musical instrument maintenance and repair services;
- home hairdressing services;
- Manicure and pedicure services at home.
“The purpose of the bill is to create conditions for obtaining additional, irregular or insignificant income without registration by an individual entrepreneur when performing certain types of activities (in the provision of services) by introducing a special regime for payment of income tax. such individuals,” says an explanatory note to the document.
