Taxpayers are those who own a flat larger than 60 m2 or a house with an area of 120 m2 or more.
In Ukraine, property tax is levied if the area of housing exceeds the established standard. For apartments, this standard is 60 square meters, for houses – 120 square meters. This was announced by the head of the tax office for individuals of the State Tax Service in the Lviv region, Vladimir Koval.
“The taxpayer is the person who owns an apartment larger than 60 m2 and/or a house larger than 120 m2 or an apartment and a house with a total area of more than 180 m2. Then this person is the real taxpayer. property tax “is different from the plot of land,” he explained.
The property tax rate cannot exceed 1.5% of the minimum wage and is determined by local authorities. For example, in Lviv, the non-land property tax for 2023 is calculated at 1% of the minimum wage. This rate is lower than in the previous year, when it reached 1.5% of the minimum wage.
The tax for the previous year is calculated on wages as of January 1, 2023. This means that tax will be paid for 40 square meters of a 100 square meter apartment. In cities where the tax rate is 1.5% of the minimum wage (100.5 UAH), the tax amount will be 4020 UAH (paid once a year). In Lviv, where the tax rate is 1%, the tax amount will be 2680 UAH.
Tax must be paid within 60 days from receipt of the tax notice (TWA).
“The transition of tax service to electronic services is convenient for both taxpayers and us tax administrators, as it significantly speeds up the process of interaction and decision-making,” said Vladimir Koval.
In 2024, Ukrainians will have to pay taxes for 2023. Tax payment notices must be sent by July 1. The State Tax Service reported that it has sent more than 3.2 million tax notices for a total of 6.6 billion hryvnias, of which 1.6 billion have already gone to local budgets.
So, on average, each Ukrainian had to pay 2062.5 UAH. The tax base is the total area of residential and non-residential real estate, including shares in it. Tax rates for residential and non-residential property are determined by local councils, depending on their location and type.
Tax rates cannot exceed 1.5% of the minimum wage established on January 1 of the reporting year. In 2023, the minimum wage was 6,700 hryvnia, so the maximum wage per square meter cannot exceed 100.5 hryvnia.
If the total area of an apartment exceeds 300 square meters, and a house – 500 square meters, the amount of tax for each such object increases by 25,000 hryvnia per year. Notifications on the need to pay tax are sent to taxpayers no later than July 1 of the year following the reporting year.
Tax must be paid within 60 days from the date of submission of the notification. Payers have the right to contact the tax authorities for data reconciliation.
