If the amount exceeds 10 thousand euros, the origin must be declared.
In addition to the general rules for crossing the border for individuals, there are also specific requirements regarding the funds being transported. In particular, there are limits on the amount that can be exported without declaration. This is stated in the Council of Ministers Decision No. 203 of February 27, 2019.
When you travel abroad without declaring, you are allowed to carry with you an amount not exceeding 10,000 euros.
However, if the amount exceeds 10 thousand euros (or the equivalent in other currencies), the source of these funds must be declared.
“The declaration form is used for declaring an amount equal to or exceeding 10 thousand euros, as well as for written declaration of payment documents and securities in Ukrainian currency, foreign exchange or bank metals by individuals,” the decision states.
There is a special form for this, called a cross-border movement declaration. It must be filled out by the person at the border before leaving the country. At the same time, you can print a sample form yourself, but you must comply with the requirements: size 210×296 mm or A4.
You will also need to provide bank statements to verify the source of the money, which may vary depending on the source: this could be a statement regarding the withdrawal of cash from your accounts or the purchase of bank metals from authorized institutions.
Ukrainians who have not reached the age of majority can also export some goods across the border without declaring, but this amount should not exceed 10 thousand euros.
Note that the Central Bank previously announced its decision to limit P2P transfers for individuals. According to the head of the NBU Andrey Pyshny, the problem of “falling” poses a risk for both the state budget and citizens. The fact is that by transferring their data and bank accounts to third parties, individuals assume responsibility for all transactions on these accounts.
Let us remind you that from October 1, 2024, the National Bank of Ukraine has set a temporary monthly limit of UAH 150,000 for individuals’ “card-to-card” (P2P, also known as C2C) transfers for six months. The limit applies only to transfers from all client accounts opened in one bank to accounts of other persons.
