In 2025, the cost of living will remain at 2,361 to 3,028 hryvnia, and the minimum wage will remain at 8,000 hryvnia.
The 2025 state budget was accepted in the first reading. This worries many Ukrainians about social payments next year: will these payments be reduced or, on the contrary, increased? Prime Minister Denis Shmygal announced this.
The main priority of the 2025 budget remains the defense and security of Ukraine, the second being the financing of protected items. In particular, more than 400 billion hryvnias were allocated to social protection.
In 2025, the cost of living will be between 2,361 and 3,028 hryvnia, and the minimum wage will be 8,000 hryvnia. This means that social payments based on these indicators will remain at the same level.
This could increase the hardships experienced by low-income citizens amid inflation. However, the Ministry of Finance guarantees that social payments will be received stably, since they are an important component of the country’s budget.
In addition, the 2025 budget provides for the indexation of pensions, but the size of the increase will depend on the level of inflation and the increase in wages for which Unified Social Security is paid.
Let us recall that a survey among Ukrainians about “Zelensky’s thousand” showed that more than a third were surprised by the new initiative, 15 percent were happy, and about a quarter felt anger and embarrassment. At the same time, more than 70% stated that the additional payment would not change their financial situation.
