The amount of the compulsory payment is determined individually for each household.
Housing allowance is defined as the difference between the cost of utilities and the compulsory payment amount. This is stated in the material of the publication “NV”.
Families whose utility costs exceed the mandatory payment established for them are entitled to housing assistance. In accordance with Resolution No. 409 adopted by the Council of Ministers, standards are established by which Ukrainians can apply for subsidies for the payment of housing and communal services.
The amount of the compulsory payment is determined individually for each household. According to the Council of Ministers Decision No. 1156, it is affected by the average monthly family income per family member.
The percentage of mandatory payments for housing and communal services (income share) for a household is calculated as follows:
Rho = Kd/Kg x Rg, where:
- Rho is the share of payment for services to the family;
- Kd is the coefficient of household income, which is equal to the average family income per capita divided by the monthly cost of living per capita;
- Kg – basic income coefficient for allocating a subsidy equal to two subsistence amounts per person per month;
- Rg is the base payment rate for services equal to 15% of the average household income.
In October 2024, a family of four, consisting of a working husband, wife and two young children, applied for support for the heating season.
Spouses’ salary: in January 2024 – 8,500 UAH and 8,200 UAH, in February – 8,700 UAH and 8,150 UAH, in March – 8,500 UAH and 8,300 UAH, in April – 9,000 UAH and 8,500 UAH, in May – 8,900 UAH and 8,450 UAH, in June – 9,100 UAH and 8,600 UAH.
The average family income for one month is determined by dividing the total income for 2 quarters (6 months) by the number of months for which income is taken into account.
((8.500 + 8.200) + (8.700 + 8.150) + (8.500 + 8.300) + (9.000 + 8.500) + (8.900 + 8.450) + (9.100 + 8.600)) / 6 = 102.900 / 6 = 17.150 UAH
The compulsory payment amount is then determined. To do this, the required payment percentage is multiplied by the average monthly family income.
17,150 UAH / 4 / 2,920 / 2×15% = 11.01%, where
- 4 – number of household members;
- 2,920 – living wage as of January 1, 2024;
- 2 – basic income coefficient for subsidy allocation;
- The basic payment rate for housing and communal services is 15%.
Now you can calculate the amount of mandatory payments of a household for housing and communal services.
17,150 UAH x 11.01% = 1,888.22 UAH
And finally, we determine the amount of aid to be given to this family.
3,422.55 UAH – 1,888.22 UAH = 1,534.23 UAH, where:
- 3,422.55 UAH – the amount of payment for housing and communal services within social norms and standards;
- 1,888.22 UAH is the calculated amount of the household’s mandatory payment for housing and communal services.
Let us also remind you that the Pension Fund said that some citizens can receive special contributions to their retirement payments. This is especially true for Ukrainians who are in poor health and need outside care.
Previously, the Pension Fund stated that retirees could receive up to six pensions in cash. This can happen if a Ukrainian leaves abroad for permanent residence.
