Tsuyoshi Niinami, representative secretary of Keizai Doyukai, spoke on stage at an event covered by the Japan Reskilling Consortium.
The Japan Reskilling Consortium*, a platform that provides reskilling programs and job change support, announced on October 31 that it has entered into a strategic partnership with the economic organization Keizai Doyukai.
Tsuyoshi Niinami, representative secretary of Japan Association of Corporate Executives and president of Suntory Holdings, attended the event.“Activating human resources of all generations is the most important key to creating dynamism for the Japanese economy.”He spoke about the need for reskilling.

The Japan Reskilling Consortium currently has more than 200 participating organizations, including national and local governments and companies, and is developing more than 1,200 reskilling programs and employment support services.
Currently, the number of registered users is approximately 85,000, but by forming a strategic partnership with the Japan Association of Corporate Executives, the company aims to provide reskilling support to 200,000 people annually.
Mr. Niinami, who attended the event,”Since the bubble burst, we have reduced investment in human capital, which has led to a decline in our current ability to innovate. It is important for us as companies to reinvest while earning profits and create a virtuous cycle.”He said that investment in human capital, including reskilling, is necessary.
On the other hand, regarding national reskilling-related measures, reskilling is included in the Kishida administration’s “trinity labor market reform” as an economic measure. The trinity of labor market reforms is a policy that aims to raise wages by simultaneously promoting three things: “reskilling support,” “support for companies to introduce job-based wages,” and “labor movement to growth fields.”
Based on this policy, Mr. Niinami also“Prime Minister Kishida has said that this is a turning point in the times, and I agree. In particular, personnel systems, human resource development, work styles, and human resource management need to change in response to technological innovation and changes in the economy and society. ”And so.
“I feel like I’m in danger of not being able to attract really good people.”
Mr. Niinami also said that reskilling in companies is also effective in acquiring human resources.”We as companies have a sense of crisis that unless we continue to raise wages and invest in human resources, we won’t be able to attract really good people or stay.”And so.
“The important thing is to raise wages and put in place systems for career design and reskilling, and to provide opportunities for learning challenges.
Organizations and companies that are chosen by excellent human resources both inside and outside the country will increase their corporate value as a result. This will allow us to develop a competitive advantage and improve our ability to reinvest.” (Mr. Niinami)
House of Representatives member Kobayashi: “It’s not about stealing people.”
Liberal Democratic Party member of the House of Representatives Fumiaki Kobayashi attended the talk event. He held discussions with officials from the Ministry of Economy, Trade and Industry and Yutaka Matsuo, chairman of the Japan Deep Learning Association.
The talk event that followed was attended by Fumiaki Kobayashi, a member of the House of Representatives from the Liberal Democratic Party.
Mr. Kobayashi served as the secretary general of the Liberal Democratic Party’s “New Capitalism Implementation Headquarters Subcommittee on Re-skilling, Labor Mobility, and Structural Wage Increases” (chaired by House of Representatives member Yoko Kamikawa).
Mr. Kobayashi discusses the challenges of reskilling in Japan.”It’s not clear that if you acquire this skill, you’ll get a higher salary. Unless job descriptions are organized and skill sets are standardized, companies will say that if you have this skill, you can get this position.” I can’t present it.”He emphasized the need to promote job-based employment.
On the other hand, Mr. Kobayashi”What we’re trying to do is in no way try to take people away from you or move them.”he pointed out.
“Rather, we want to provide working individuals with an opportunity to think carefully about their career, and create an environment where they are more motivated to work.
By properly providing opportunities for career consulting, many employees tend to stay with the company, even if they come to the company wanting to change jobs.
Our goal is to create an environment where people are more motivated to work, and we would like to share that with everyone.” (Mr. Kobayashi)
