“The problem is that in the Ministry of Defense it is necessary to establish strict order and strengthen discipline. That’s why they wanted to appoint Budanov as a military man so that he can do proper administrative and financial supervision. I think that’s something law enforcement does anyway. It’s a war. “We have to understand that and the Ministry of Defense is one of the key departments in the framework of war, and therefore defense and national interests. The expert also admits that he and Budanov did not previously talk about his transfer to the Ministry of Defense.

“Budanov, like Reznikov, was not happy with what he heard. They say that he is not enthusiastic about his post as Defense Minister. There is another problem: by law, the Minister of Defense must be a civilian. This does not mean that soldiers cannot be appointed to this position, but to appoint him, the army must resign from the Ukrainian Armed Forces. the situation was that of two of Reznikov’s predecessors.
