The reverse example also happens.

So what can propaganda and propagandists do?

Propagandists are able to mobilize, activate, revive, awaken, if you wish, and direct their energies in the right direction, the dormant prejudices and stereotypes that have already formed among people.

But propagandists cannot change these prejudices and stereotypes.
