Endothermic shutdown until 2035, EU Council vote postponed 03 March 2023 23

The announcement was on the air given what had happened in the past few days. Coreperthat is “Committee of Permanent Representatives of the Governments of the Member States of the European Union“, he decided save date to be determined a vote in the European Council is scheduled for March 7 next year to end the sale of new petrol and diesel vehicles in Europe from 2035. The announcement came via Twitter from Daniel Holmberg of Coreper.

So, everything is postponed. On March 7, the Council of the European Union was to vote on the final approval of the agreement reached between the European bodies on the rejection of endothermy in 2035. We talked a lot about this. However, growing uncertainty due to the risk that a qualified majority would not be reached due to the positions of some countries, including Italy, led to the postponement of the vote to a future date. The risk of forming a “blocking minority” that could stop the negotiation process is too high.

NEGOTIATIONS IN PROGRESS

Italy’s new position was clarified a few days ago. Our country, which has always voted in favor in the past, he was going to vote against end of endotherms. We know the reasons well. Sharing the goals of decarbonization, our country believes that environmental goals should be achieved through “an economically sustainable and socially just transition, planned and managed with great care to avoid negative consequences for the country in terms of both employment and production“.

In addition, Italy has repeatedly stated the need focus on technological neutrality, i.e. not only electric at any cost. The text agreed with the European Parliament has already been rejected by Poland, while Bulgaria abstained. Positions are also confirmed for this new vote.

The balance will be Germany who has not yet expressed a clear position. We recently saw that Germany is demanding an e-fuel phase-out even after 2035. A complex domestic political balance affects the decision of this country. Indeed, the Greens are pushing for a vote on the 2035 target, while the Liberal Party wants a retreat. That is why the vote was postponed. We are waiting for the German government to find a mediation that will allow the parties to be satisfied in order to finally vote to end endothermy.

It is for this reason that the Coreper meeting has been rescheduled from March 1st to March 3rd. However, it was not possible to resolve the issue with Germany during this time. The next few days will certainly be very heated, filled with negotiations aimed at reaching a solution.

Meanwhile, the first reactions of the Italian government to the postponement of the vote. In particular, Deputy Prime Minister, Minister of Infrastructure and Transport Salvini expressed his satisfaction with this decision.
