Deputy Prime Minister of Ukraine Mikhail Fedorov assured Ukrainians that all personal data in the Obereg system is reliably protected.
The unified electronic register of those responsible for military service “Obereg” is already operating and is constantly replenished with information. This was announced by Deputy Prime Minister and Minister of Digital Transformation of Ukraine Mikhail Fedorov in a comment to Espresso on Tuesday (October 4).
According to him, more than 90% of the required information has already been entered into the records. However, the issue of Obereg-based services remains open for now. The head of the relevant ministry also assured Ukrainians that their personal data, which is required to create e-registries, is safe.
“This is a closed system with its own protected circuit. All the requirements for this are met. This is a highly secure product, there is no possibility of vulnerability. And we see this after a year and a half. Mikhail Fedorov said: “In a full-scale war, there is no leakage of sensitive information ” said.
Electronic registration of persons responsible for military service in Ukraine: what is known
In Ukraine, the electronic registration of persons responsible for military service has been operational since October 2023. The bill on its creation was registered in the Verkhovna Rada of Ukraine on September 18.
Who will keep the e-registry of those responsible for military service?
The relevant unit stated that the customers of such electronic products are, as a rule, ministries and central executive authorities, and that they create records in line with their authority within the scope of the current legislation. But the Ministry of Defense has not yet approached developers with such specifications.
“The Ministry of Defense or other government bodies have not announced a tender for the development of the conscripts’ registry. There are no plans to develop this registry based on the Diya.Engine platform,” the Ministry of Digital Development said.
As the Ministry notes, electronic records are developed by IT companies whose programmers can create digital products based on the Diya.Engine platform.
“There are currently 10 such development teams, and they employ about 70 developers in total. This is not one team of the Diya application, but separate developer teams,” the Ministry of Digital Development said.
What benefits will the registry provide?
Electronic registration of those responsible for military service will allow:
- avoid bureaucratic and corrupt processes;
- quickly identify persons hiding from military registration and enlistment offices;
- improving interaction between various government bodies in the process of granting combatant status;
- Simplifying the procedure for obtaining combat participant status for disabled people, as well as providing assistance to those whose relatives died in the war.
How will the records of persons responsible for military service be processed?
The registry will contain data on all male Ukrainian citizens between the ages of 17 and 60. It will contain the following information:
- Full name, date and place of birth, gender, citizenship;
- place of residence and place of stay;
- marital status, presence of children;
- education, profession, workplace;
- health situation;
- military specialization.
The data in the register will come from various state registers, including citizens’ registers, individual entrepreneurs’ registers, vehicle registers and others.
