NEW YORK. Oscar Nava Valencia, aka “El Lobo”, testified in Brooklyn’s Eastern District Court that he gave Genaro Garcia Luna over $10 million in exchange for protection and information for the Milenio cartel.
“El Lobo” is the fourth aid worker to testify, and Sergio Villarreal Barragán, “El Grande”, mentioned negotiations with various drug groups who jointly paid Garcia Luna.
Nava Valencia noted that he first handed over $2.5 million in levy for Garcia Luna and his people, including Luis Cardenas Palomino.
The aid officer identified the defendant as a former director of the Federal Investigation Agency (AFI) and a former director of Mexican public security.
According to him, negotiations were conducted directly with Arturo Beltrán Leyva, but he said that he had seen Garcia Luna at least twice.
