News of the day: China, for the first time, supported the UN resolution that Russia was referred to as the aggressor.

We are talking about resolution A/77/L.65 on cooperation between the Organization and the Council of Europe. The document is accepted annually. In particular, the 2023 edition refers to Russia’s aggression against Ukraine and Georgia.

“The unprecedented challenges facing Europe today, following the Russian Federation’s aggression against Ukraine and, before that, Georgia, and the termination of the Russian Federation’s membership in the Council of Europe, require strengthening cooperation between the United Nations and the United Nations. in particular, to rapidly restore and maintain peace and security on the basis of respect for the sovereignty, territorial integrity and political independence of any state, to ensure respect for human rights and international humanitarian law during conflicts, to pay compensation for victims and, in the judgment, to those guilty of violating the rights of international humanitarian law. The voting took place on April 26 and the results were announced on Twitter by Ukraine’s Permanent Representative to the UN, Serhiy Kyslytsya.

1. The resolution was supported, including by India and Brazil, which, like China, often abstained when voting on documents mentioning the Russia-Ukraine war.

2. As stated in the document, China supports any diplomatic effort to rapidly restore and maintain peace and security on the basis of respect for the sovereignty, territorial integrity and political independence of any state. If this requires increased cooperation between the UN and the Council of Europe, why not support this initiative? M is a pacifist.

3. The document does not, for example, call on the Russian Federation to withdraw its troops from the territory of Ukraine and liberate the occupied territories. So there is no formulation that is fundamental and critical for the Russian side. The “aggression of the Russian Federation” is a fact, but the resolution does not include, for example, a statement that the aggression is unjustified. China, India and Brazil are of the opinion that Russia is motivated to intervene militarily in Ukraine – NATO’s expansion to the East at the expense of Ukraine.

4. On the same day, on April 26, a telephone conversation took place between Vladimir Zelensky and Xi Jinping, we can interpret China’s voice as a diplomatic souvenir 🙂

5. Voting does not in any way mean a change in China’s position, and no change in China’s foreign policy is expected in the near future.

6. No, China did not “betray Russia” and “did not throw Russia into the UN.” As a matter of fact, they often vote the same way, but not to support each other, but only if their views on the subject overlap.

7. I do not ignore the fact that the “silent diplomacy” of the Ukrainian side plays an important role, but from my point of view, China’s position is unshakable.
