Gas for the winter: how much “blue fuel” does Ukraine need for the heating season?

The government currently provides indirect financial support to Naftogaz in the form of lowering gas rents and reimburses the group for costs associated with assigning special responsibilities for the provision of public services.

Ukraine started the heating season with gas reserves of 14 billion cubic meters in underground storage facilities. However, in order for our country to survive the winter period in a stable manner, it needs to import another 2 billion cubic meters of “blue fuel”. This is stated in the text of the IMF Memorandum under the new Monitoring Program for Ukraine.

“The need to import at least 2 billion cubic meters of gas in the coming months to ensure the heating season and to meet the increase in gas use in its electricity generation structure puts pressure on Naftogaz’s finances,” the document says.

It is noted that the government is currently financially supporting Naftogaz:

  • lower gas rent
  • reimbursement of a group of expenses associated with the introduction of special obligations for the provision of public services (PSO).

“If an adverse scenario occurs that requires large volumes of gas imports, we will ensure that funds are mobilized from the relevant financing sources,” the Memorandum of Understanding says.

Despite hostilities, Ukrgazvydobuvannya’s plants continue to operate in the east of the country – in October, the company drilled a new well in the Kharkiv region with a debt of more than 140,000 cubic meters. m gas per day. After the occupation of the territory of the Kharkiv region by the Armed Forces of Ukraine, the company quickly restored production, which was not possible during the occupation.

“Ukrgazvydobuvannya employees have restarted the operation of various infrastructure facilities in the occupied territory of Ukraine and are preparing to start others. As a result, there will be additional production of about 500,000 cubic meters of natural gas per day,” the company said in a statement. a phrase.
