Rules for the payment of subsidies in Ukraine are changing: what does it mean?

From next month, the subsidy will not be automatically credited – the money will go to the buyer’s account or, in his absence, to Oschadbank.

As early as February 1, 2023, Ukrainians receiving subsidies from the state for housing and communal services will have to withdraw the money themselves and transfer it to utility companies. This was announced by Svetlana Antonyuk, deputy head of the State Pension Fund of the Zhytomyr region.

According to him, previous payments for water, heat, electricity and other housing and communal services were distributed between the branches of Oschadbank and Ukrposhti. But now the non-cash payment service for housing and communal services has been cancelled.

“If a person has a bank account, this money is deposited there. He has money. If the citizen does not have a bank account or if the government has not given information on where to transfer the payments, the money goes to the bank.” Oschadbank” – said Svetalana Antonyuk.

He also explained that to withdraw money from Oschadbank, he had to come to a bank branch and then open a personal account so that in the future the money would be deposited with him.

At the same time, from February, branches of the state bank will no longer transfer funds to utility providers as before.

“A person must withdraw this money himself and pay directly to utilities and organizations for housing and communal services,” Antonyuk said.

In addition, home delivery of this money has been canceled for everyone except retirees as before. Subsidy payments to pensioners will continue to be made in “Ukrposhti” branches. It will be credited with pensions. But the rest of the Ukrainians must decide how they want to receive subsidies:

  • open an account in a banking institution and the money will go there;
  • or continue to receive housing subsidies in the “Ukrposhti” branches.

Against the background of the war and the difficult economic situation in the country, many Ukrainians lost their jobs or some of their earnings, so it is difficult for some people to pay for all utilities, especially in winter. According to the website of the Ministry of Social Policy, in order to avoid the accumulation of debts for public services, Ukrainians can apply to the providers of public services with a request for debt restructuring for communal services.

“We recommend that citizens who are late in their service payments and cannot pay their service payments without the help of the state, make a restructuring agreement,” the ministry said.
