An experiment will be conducted on salaries in Ukraine: what will change and who will be affected

Thanks to the experiment, experts will receive and analyze data on the payroll of some citizens in order to analyze and compare the information received with the real needs of citizens.

An experimental mechanism for remuneration of civil servants will emerge in Ukraine. First, the experiment will be tested on the payments of citizens working in government institutions and offices. This is stated in government decree 734.

What’s happening

The pilot project provides for the introduction of uniform approaches to the creation of the wage fund for civil servants:

  • in public institutions;
  • other government bodies;
  • apparatus or secretariat financed from the state budget.

Thanks to this, experts will receive and examine data on the payrolls of civil servants in government institutions in order to analyze and compare the information received with the real needs of citizens.

During the experiment, all bonuses related to seniority and officer ranks will be calculated taking into account the length of service the person in a certain position will receive and the officer rank to be appointed in the planned budget period. At the same time, a Wage Fund will be created based on the maximum number of employees of the State body.

Who will be affected by the innovation?

The list of participants in the pilot project includes 40 departments and government agencies:

  • Ministry of Education;
  • Ministry of Agricultural Policy;
  • Ministry of Veterans;
  • Ministry of Energy;
  • Ministry of Youth and Sports;
  • Ministry of Social Policy;
  • Kharkiv Regional State (Military) Administration;
  • interregional departments of the National Civil Service;
  • county state (military) administrations.

Meanwhile, in Ukraine, they want to introduce new penalties for employers who delay or not pay their employees’ salaries for no apparent reason, citing the war. So, in draft law No. 9510, registered in the Verkhovna Rada of Ukraine on July 19, it was proposed to allow the employee to temporarily cease to perform his duties if salary payments exceed 15 calendar days.
