The National Anti-Corruption Agency has created a Unified Portal for Reporting Corruption Whistleblowers. There are no restrictions on reporting bribery, but to become a whistleblower and qualify for the reward, Ukrainians must meet certain criteria.
The fight against bribery in Ukraine has reached a new level with the launch of the United Corruption Whistleblowers Portal. Now almost any citizen can independently and anonymously report illegal actions and even receive a monetary reward for it. Anastasia Renkas, head of the development department of the Whistleblower Institute, told us exactly how the portal works and what is needed to obtain whistleblower status.
According to him, every Ukrainian can report corruption through the Unified Reporting Portal. However, to become a whistleblower you must meet certain criteria.
“A whistleblower is not just a person who makes a statement about corruption or another violation of the law. He is a person who, by virtue of his professional, business activity or participation in procedures such as procurement or competition, has direct contact with the corruption-related organization in which the crime was committed,” he explained.
To obtain whistleblower status, Ukrainians must meet three conditions, Rencas said.
“First: A person should not doubt the reliability of his information. Second: Being in an employment, professional or other relationship. For example, participating in mandatory procedures prescribed by law. Third: A corruption report must contain factual data. “Once verified, a “Citizens can become whistleblowers,” he emphasized.
He also stated that you can report fraud an unlimited number of times. However, a whistleblower is considered a person who works in a corrupt organization.
“You can simply report it through the portal, but then you will not pass as an applicant and you will not have whistleblower status. Since a whistleblower is a person who is in the middle of an organization and reports corruption in this organization,” said the head of the development department of the Whistleblowing Institute.
He added that a person who “is an informant in an organization” or whose “activities are linked to this information” can obtain “whistleblower” status and receive appropriate state protection.

Let us recall that the launch of the Unified Portal for Reporters of Corruption was announced at the end of August by the head of the National Agency for the Prevention of Corruption, Alexander Novikov. On this platform, citizens will be able to anonymously send messages to employees of organizations about corruption in their companies, which will then be sent to managers or members of the commission responsible for the prevention of corruption, as well as NABU, SBI, NAPC and the National Police.
If, thanks to the corruption whistleblower’s report, the court finds someone guilty and decides to recover the money, the whistleblower will be able to count on 10% of this amount.
