NEURC believes that the changes will help reduce the financial burden on household consumers.
In Ukraine, from October 1, only non-sealed gas appliances will be taken into account when calculating the annual amount of ordered gas capacity for household consumers who cannot fully or partially receive gas supplies. This was reported on September 20, 2023 by the National Commission, which carries out state regulations in the fields of energy and utilities.
It was noted that these changes will help reduce the financial burden on household consumers who consumed a minimum amount of gas in the previous gas year, which lasted from October 2022 to September 2023.
Thereupon, the National Energy Regulatory Commission brought a payment receipt from a consumer whose heating device and water heater were sealed in Bukovina. If before the changes the consumer paid 52.07 hryvnia per month for distribution, now the amount on the payment invoice will decrease to 6.47 hryvnia. For a year, the consumer will be able to save 547.25 hryvnia.
Which Ukrainians may not be able to pay their gas bills?
The Law of Ukraine “Status of war veterans, social protection guarantees” contains a list of Ukrainians with beneficiary status who are provided with discounts on housing and communal services. Benefits can be achieved by:
- warriors – discount is 75%;
- war participants – 50%;
- persons disabled by war – 100%;
- family members of a deceased (deceased) war veteran – 50%;
- People with special values for the Motherland – 100%;
- specially qualified parents of a deceased person – 100%;
- widow (widow) of a person with special qualifications – 100%.

At the same time, gas benefits are provided provided that the average monthly total family income per person in the last six months does not exceed the income amount that entitles the person to social tax deduction as determined by the Council of Ministers.
Let us remind you that in the new heating season, the cost of gas for the population, heating and utilities enterprises will remain at the level of 2022. At the same time, the cost of heating in apartments can vary, it depends not only on the price of gas, but also on local authorities.
