Trade controls, pension contributions, recalculation of subsidies: what will change for Ukrainians from October 1?

From October 1, business checks on the use of cash registers will return and some categories of retirees will receive bonuses. Focus Collected the main innovations that await Ukrainians from October 1.

Electricity, gas, water tariffs: Will the government increase them?

The government does not plan to increase tariffs from October 1. But The reform package proposed by the White House to Kiev at the Multilateral Donor Coordination Platform in Brussels includes a proposal to liberalize gas and electricity tariffs. As is known, there is a moratorium on price increases in the natural gas market and heat supply sector in Ukraine. However, the Ministry of Social Policy announced that they are ready to liberalize the prices of public services. According to housing and communal services expert Oleg Popenko, such liberalization will lead to an increase in tariffs.

As you know, now the cost of “blue fuel” for the population is 7.96 UAH per 1 cubic meter. For electricity, household consumers pay 2.64 UAH per kWh, regardless of the amount of consumption. Popenko believes that after liberalization, the price of electricity will rise to 5-6 UAH by the end of 2024, and gas tariffs to 11-13 UAH or to 15 UAH in two stages. Heat and hot water payments without compensation from the budgets will increase by 30-50 percent depending on the region.

Energy expert Yuri Korolchuk says that liberalization in war conditions is not justified. “I see no reason to increase gas tariffs for the population today,” he comments. Focus.Now it supposedly fits all costs, calculations. investment component. 7 thousand UAH – this is with your head, without distribution. 8 UAH is a normal price. Why are you raising it?”

According to him, in the context of rising gas prices, the population will begin to reduce its consumption: “If they increase it to 11 – 13 UAH, people will still somehow go out and pay. And someone will conditionally switch to alternative types of gas fuel – firewood and pellets”.

The regulator said whether the electricity tariff will increase in case of strong enemy attacks

Yuriy Korolchuk also reminded that the government is planning the 2nd stage of increasing electricity tariffs to approximately 4 UAH for November. “There may still be an increase,” the expert continues: “But this current price (2.64 UAH) is sufficient. It covers the costs of Energoatom, the main electricity supplier to the population. Delivery, distribution – about 2 UAH. Previously, Energoatom provided a cost price of 0.6 UAH, now it is more – 0.8 – 0.9 UAH. However, in general, the 2.64 tariff allows Energoatom to operate calmly.”

The current tariff of 2.64 UAH for electricity is sufficient to cover the costs of the main electricity supplier to household consumers.

There are no plans to increase prices for water supply and sanitation services in October. The National Commission, which carries out state regulation in the fields of energy and utilities, reversed its decision in July to increase tariffs for centralized water supply and sanitation. Therefore, in October, Ukrainians will pay for services at the rates established on January 1, 2022. They differ depending on the region of the country.

Recalculation of subsidies: who does not need to submit documents

Housing support will be calculated for the 2023-2024 new heating season Automatically for everyone who is allocated a housing allowance for the 2023 unheated period and for everyone whose incentive amount is UAH 0.00 . “Citizens who already receive housing assistance or receive zero subsidy during the summer period do not need to apply for additional payments,” the Pension Fund said.

The Ministry also noted that the household’s income for the first and second quarters of this year is taken into account when calculating housing support as of October 2023. And income in the form of pension is taken into account in the amount of accrued pension for August of the current year.

Some Ukrainians may be allocated a subsidy for the new heating season only upon a new application. This is especially true for:

  • Those who applied for the termination of the subsidy in the summer and benefited from housing and communal services, but decided to receive a housing subsidy before the heating season,
  • persons with a change in the composition of registered persons.

In 2023, the government increased pensions three times. The last increase occurred on July 1. Approximately 20 thousand citizens were affected by the 19.7 percent indexation and the average increase was 1020 hryvnia. No indexation is expected from October, but some categories of retirees will receive an increase. Ukrainians aged 70, 75 and 80 will receive it. People who are retired and whose pension exceeds UAH 10,340.35 cannot benefit from the payment. So old retirees

  • 70 to 75 years old will receive an increase of 300 UAH;
  • 75-80 years old – 456 UAH;
  • over 80 years old – 570 UAH.

Additionally, retirees with the status of internally displaced persons (IDPs) who have debts from previous periods will receive an additional UAH 2,093. This amount is equal to the subsistence minimum for people who have lost the ability to work (as of January 1, 2023).

IDP retirees will receive an additional 2093 UAH

At the same time, from October 1, the amount of state payments to Ukrainians providing housing to IDPs was increased from 450 UAH to 900 UAH per displaced person. The amount will double due to the start of the heating season.

  • goods subject to private consumption;
  • household items subject to warranty repair;
  • medicines and medical products;
  • jewelry made of precious metals, etc.

Economist Evgenia Oleynikova says: The return of checks for the use of PPO during the war is a controversial issue.

“On the one hand, if there is a regulatory norm, there must also be control over its implementation. Otherwise, the competitive environment will be disrupted.Conscientious entrepreneurs comply with the law precisely because of their conscience, while unscrupulous entrepreneurs ignore the law due to lack of control and thus gain an unfair competitive advantage. On the other hand, like any means of oppression, RPO controls will have a tangible side effect on business. And the scale of this impact will directly depend on what target is set for the State Tax Service. “If the control is to prevent violations, then I don’t see anything tragic in that, but if “money is above all else” then it becomes a problem,” he said.

Experts say it will negatively impact business if controls on the use of PPO are returned so that the Tax Service can raise revenues through fines

As you know, the Cabinet of Ministers of Ukraine recently supported bill No. 10016 “On amendments to the Tax Code of Ukraine and other laws of Ukraine on the lifting of the moratorium on tax audits.” The document cancels the moratorium on inspections imposed during the martial law period in Ukraine. However, the Rada has not yet voted on this issue.
