Ukrainian People’s Deputy Yaroslav Zheleznyak believes that the aid that the White House plans to allocate to Ukraine will not meet the needs of the state budget.
Even if Ukraine receives the $61.4 billion from the United States that the White House requested from Congress, the country’s state budget will have a deficit of $2 billion. This was announced by the People’s Deputy of Ukraine Yaroslav Zheleznyak.
These funds will probably be allocated within 12-13 months. Also included in this financial aid package was $11.8 billion for direct budget support.
“Traditionally, November 2023 – November 2024. And it turns out that with this money we need to cover almost a year. And most likely even more (I don’t know how much, let’s count +1 month). According to Zheleznyak’s calculations, if the White House’s request lasts 13 months, Ukraine’s budget will not be enough for two billion. The MP also suggested that other allies could close this gap.
“Of course, this gap can be closed by other donors (for example, Japan), but we have not yet received full confirmation from other sources either,” said Yaroslav Zheleznyak.
US financial aid to Ukraine
On Friday, October 20, US President Joe Biden made a request to Congress to allocate budget funds to foreign aid. The White House requested $106 billion, $61.4 billion of which would be given to Ukraine.
The rest of the amount will be distributed in approximately equal shares to help Israel, strengthen the border with Mexico and counter China.
The lion’s share of this $61.4 billion ($44.4 billion) will go to defense needs: weapons, intelligence and security. Almost half a billion dollars will be allocated to support Ukrainian refugees in the United States. And only $16.3 billion will be directed to Ukraine’s economic needs.
The White House decided to immediately request such a large amount of aid in order to “avoid a divided approach” and guarantee Kiev for the whole of 2024. But some Republicans in Congress believe aid must be cut significantly so Ukraine can replenish its weapons stockpile.
