Monthly bonus for soldiers of the Armed Forces of Ukraine: who can go broke?

Ukrainian military personnel can receive monthly bonuses. This was reported by the Legal Hundred organization on Facebook.

The bonus procedure is provided for by the Order of the Ministry of Defense of Ukraine dated June 7, 2018 No. 260 “On approval of the Procedure for payment of monetary support to military personnel of the Armed Forces of Ukraine and certain other persons.”

Ukrainian military personnel, except conscripts, are entitled to monthly bonuses based on their personal contribution to the overall results of the service. The Minister of Defense determines the amount of monthly bonuses, which should not be less than 10% of the official salary for relevant categories of military personnel. In particular, the payment amount is determined according to the existing cash support fund predicted by the Ministry of National Defense and the characteristics of the military service.

In addition, upon the order of the commander of the military unit, bonuses are paid taking into account military discipline, the presence of disciplinary sanctions, indicators of the performance of official duties.

In case of violation of military discipline and inadequate performance of official duties, the monthly bonus is reduced:

• when a military disciplinary sanction is announced by written order, a “reprimand” is paid at the rate of 90% of the established monthly bonus;
• in case of “severe reprimand” – 80% of the monthly premium;
• In case of two disciplinary sanctions “reprimand” or “severe reprimand” – 60% of the monthly bonus;
• 50% of the monthly bonus in case of three disciplinary sanctions: “reprimand” or “severe reprimand”.

When monthly premium is not paid

The military’s monthly bonus may not be paid for the month in which a violation related to:

• absence from work (training) without valid reason (for the month in which the violation was committed);
• consumption of alcoholic beverages or drugs on the territory of a military unit on duty while intoxicated;
• lack of official compliance, imposition of disciplinary sanctions in the form of demotion, demotion of military rank by one level or warning of deprivation of military rank;
• court decision imposing administrative punishment for committing a military administrative offense or corruption-related administrative offense;
• Imposition of more than three disciplinary sanctions other than “reprimand”;
• Dismissal of a military man due to official inconsistency due to deprivation of discipline of the military rank due to a court conviction that has entered into legal force or systematic non-compliance with the terms of the contract;
• violation of the requirements of laws and other regulations leading to material damage;
• The occurrence of accidents and other incidents involving the death of people in a military unit due to a mistake made by a soldier in the performance of his official duties.

The organization noted that it is prohibited not to pay bonuses or reduce their size for several months for the same violation. It was added that the monthly bonus payment will be made from the date of assuming the duties for the positions, including the temporary performance of the duties for the positions, until the day of resignation.

On September 27, it was reported that the Cabinet of Ministers plans to change the system of bonuses for length of service for employees of the Ukrainian army and the State Special Transport Service. Now bonus payments for length of service are carried out by order of the Ministry of Defense.
