New sanctions from Ukraine: 147 citizens of the Russian Federation and other countries were subject to restrictions

Ukrainian President Vladimir Zelensky enacted the decision of the National Security and Defense Council (NSDC) of Ukraine “On the implementation of personal special economic and other restrictive measures” in accordance with Decrees 772/2023 and 773/2023. This was reported in the official Internet representation of the president.

As learned from these documents, sanctions were imposed on 147 citizens of the Russian Federation and other states affiliated with Russia.

Initial sanctions list

The initial sanctions list included 60 people who were citizens of the Russian Federation, Ukraine, Cyprus, Belarus, Germany, Uzbekistan, Austria and Great Britain.

The list specifically states:

• Former Secretary of the National Security and Defense Council Vladimir Sivkovich, who is hiding in the Russian Federation;
• Leonid Kharchenko, who is accused of shooting down Malaysia Airlines flight MH17;
• Daria Morozova, Human Rights Commissioner of the Occupation Administration of the Donetsk Region;
• Senior executives of USM group companies include Russian oligarch Alisher Usmanov, as well as Nazım Efendiev, Vakhtang Kocharov and Valery Kazikaev;
• wife of former president of USM Ivan Streshinsky Natalya Davydova;
• Nathan Viner, son of Usmanov’s wife Irina Viner.

These are sanctioned for 10 years. This envisages blocking their assets, canceling licenses, restricting transit and trade operations on Ukrainian territory, banning privatization and public procurement.

Second sanctions list

The second sanctions list included 87 citizens of the Russian Federation.

Between them:

• Anatoly Chubais, former head of the Presidential Administration of Russia;
• Commander of the Air Defense and Missile Defense Forces – Deputy Commander-in-Chief of the Aerospace Forces of the Russian Federation Andrei Demin;
• Chairman of the Accounts Chamber and former Minister of Finance of the Russian Federation Alexey Kudrin;
• Father, wife and son of Ukrainian collaborator Evgeniy Balitsky;
• Chief Sanitary Doctor of Moscow Elena Andreeva;
• Alexander Dorofeev, General Director of the Nizhny Novgorod company RemExStroy LLC;
• Alexander German, General Manager of Galaktika LLC.

Within the scope of Decree No. 773/2023, 10-year sanctions are imposed on 34 people on the list, 5-year sanctions are imposed on 50 people, and 3-year sanctions are imposed on 3 people. They envisage the blocking of assets, deprivation of state awards, cancellation of licenses, ban on transit and commercial activities on the territory of Ukraine, withdrawal of capital abroad, privatization and purchase of land.

Ukraine’s sanctions against the Russian Federation

On November 22, the Verkhovna Rada of Ukraine approved the decision of the National Security and Defense Council to impose sectoral economic and other sanctions against Russia and Belarus. According to the law initiative No. 10271, the restrictions will remain in effect for the next 50 years.

The previous 11th sanctions package against Russia was adopted by Ukraine’s allies in the summer of 2023. It includes measures that EU countries want to prevent Russia from exceeding previously imposed restrictions.

Also November 16 Focus Goszagran wrote that all assets of his real estate company in the Czech Republic were frozen. This company deals with Russian real estate abroad.
