“We must draw conclusions”: NBU warns of risks if Ukraine remains without Western help

According to NBU head Andriy Pyshny, the assurances expressed by international partners and the successful completion of the second revision of the International Monetary Fund program give reason to expect that the support of the donor coalition will continue in 2024.

International partners assured the Ukrainian government that they will not stop financial support to the country in 2024. However, the issue still remains unclear and this needs to be taken into account when developing plans for next year. This was stated by Andriy Pyshny, chairman of the National Bank of Ukraine (NBU).

“As for the risks of next year, great importance is attached to guarantees of receiving international assistance,” the head of the Central Bank said at a meeting with representatives of Austrian and German companies in Ukraine.

Uncertainty regarding international aid is increasing, according to Andrei Pyshny.

“In parallel, the risks are also increasing, and we must draw conclusions about this turbulence and take them into account in further studies,” he emphasized.

He also reminded that the risks involved in receiving external financing were partially realized.

“But the assurances we have received from our partners and the successful adoption of the second revision of the IMF program in Ukraine give reason to count on the support of the donor coalition in 2024,” Pyshny said.

Money for Ukraine: How partners support the country in the war against the Russian Federation

The Institute of World Economy in Kiel calculated that the partners promised to transfer 2.11 billion euros to Ukraine from August to October. This is almost ten times less than in the same period last year.

According to Bild, financial support to Ukraine has fallen to its lowest level since Russia’s comprehensive attack in 2022.

As Christophe Trebesch, head of the Ukraine Support Tracking Group, points out, Ukraine is now increasingly dependent on a small number of major partners. For example, Germany or the United States.
