Subsidies for immigrants: how to apply and what else you need to know

According to the Ministry of Social Policy, the subsistence allowance provided to displaced persons is not taken into account in the total income when granting housing assistance.

Almost all internally displaced persons (IDPs) in Ukraine are entitled to state housing assistance. Assistance is provided to families who pay more than the mandatory payment for utilities. This was reported in the press service of the Ministry of Social Policy.

How can IDPs apply for subsidies?

Therefore, if the amount of all payments (within established social standards for the consumption of services) is higher than the mandatory payment, the family can apply for a subsidy.

The subsidy amount is calculated separately for each household. It all depends on the family’s income: the lower the income, the greater part of the expenses will be covered by the state.

When allocating housing allowance, the living allowance used by internally displaced persons is not taken into account in the total income. To receive a subsidy for payment of housing and communal services, internally displaced persons can apply for:

  • To the Ukrainian Pension Fund Service Center;
  • Centers for the provision of administrative services;
  • to the authorized official of the executive body of the village, town, municipal council of the regional community.

  • In the mobile application of the Pension Fund.

To apply for the subsidy, you will need the following documents:

  • application for subsidy;
  • declaration of income and expenses showing data on cohabiting households;
  • passport, registration number of the taxpayer’s account card;
  • IDP status certificate.

You can check whether a subsidy for the payment of housing and communal services has been issued by personally contacting the authority to which you submitted the documents for the subsidy or by contacting the official PFU web portal. For electronic services, you must log in to your personal account, using an electronic signature or through a Transaction.

“The subsidy is provided at the actual place of residence – there is no need to conclude a rental agreement,” says the Ministry of Social Policy.
