The State Duma prohibited renting apartments by the day in the absence of meters

The State Duma in the second reading adopted a bill that regulates the daily rental of apartments. Text document appeared on the authority’s website on March 12.

The initiative involves introducing amendments to the country’s Housing Code, according to which the owner of real estate in an apartment building has the right to rent it out for a short period of time, but a number of conditions must be met.

“The owner of residential premises has the right to provide possession and (or) use of residential premises belonging to him by right of ownership to a citizen on the basis of a rental agreement (including short-term rental), an agreement for gratuitous use or on other legal grounds.”says the bill.

At the same time, the owner will be required to equip the apartment with water and electricity meters, so that the resources spent by temporary residents are paid not on average, but on an actual basis.

The Housing Code will also stipulate the need to respect the rights of neighbors. This will concern the rules for the use of residential premises and common property in the house. In other words, the owner will be liable for noise, dirt and damage to property in the entrance on the same basis as the tenants whom he let in under a short-term rental agreement.

A bill introducing uniform rules for daily rental housing was submitted to the State Duma in September 2023.
