How to solve the problem with cameras on the roads

The lack of clear rules for installing cameras on the roads is a long-standing problem that worries Russian motorists. Autoexpert Sergey Kanaev thinks that photofixation complexes must be installed in accordance with GOST, which will be the same for all regions of Russia. In the material REN TV we will tell you what difficulties drivers face and what new rules for installing cameras were proposed in the State Duma.

Unfair fines in the regions

According to Kanaev, because of the unfinished law, car owners often suffer from unfair fines, and areas of increased accident rate are artificially created on the road.

“Indeed, the question of the validity of fines for photo and video recording cameras is very acute. But this does not mean that all cameras should be taken and urgently canceled. Still, they have their advantages. Namely, it is impossible to negotiate with them. In 100 percent of cases, – said the expert “Izvestia”.

He added that the problem of erroneous fines is mostly regional in nature. And the most difficult situation with signs and cameras is in Moscow and the Moscow region.

How to solve the problem with cameras

The expert pointed out that in Russia there is no single GOST for installing cameras. Despite the fact that the Ministry of Internal Affairs advocates mandatory GOST, so far this process is voluntary.

“Currently installing cameras this is a whole business that is far from ordinary specialists. And it’s very difficult to impose your “rules of the game” on them, – says Kanaev.

He said that it is possible to solve this problem if “the chain between the businessmen who install the cameras and the regional authorities is broken.”

“In order to end this celebration of entrepreneurs, it is necessary to create a GOST, cancel contracts between regions and camera installers, and introduce a register that will list all video and photo recording equipment. This is necessary in order to monitor the efficiency of the equipment,” – said the expert.

New conditions for installing cameras

In the spring of 2022, the Civic Chamber of the Russian Federation proposed changing the photo and video recording system. Deputy Chairman of the Commission for Security and Interaction with the PMC Alexander Kholodov toldthat this issue is controlled by many authorities, but their powers are not clearly divided. And the regulations that operate in this area often contradict each other.

In April, the State Duma start to prepare amendments according to which the installation of traffic cameras will be regulated. Now they will be allowed to be installed only at points determined by the results of a traffic safety audit, as well as on dangerous sections of roads.

Photo and video recording systems can continue to be used at intersections, pedestrian crossings, as well as in areas where there is a ban on parking and repair work. The law is expected to come into force in March 2023.

Disappointing statistics

According to statistics, the number of fines from cameras in Russia has increased by almost a quarter. In just six months of 2022, the traffic police of Russia issued more than 80 thousand fines in the amount of about 62 billion rubles. In addition, the number of criminal cases for driving under the influence of alcohol or drugs has significantly increased.
