Ukraine will create an electronic Army Cabinet: why is it needed and what options can be included there?

The bureaucracy in the Armed Forces of Ukraine is no one’s secret. Fighters with any reports are forced to run around the commanders to get the necessary signatures. Transferring the workflow to electronic format can greatly facilitate the life of the Ukrainian military, but the Ministry of Digital Development does not promise quick solutions.

The Minister of Digital Transformation, Mikhail Fedorov, claims that in Ukraine by the end of this year, the process of digitization of the basic public services available in the country will be completed. Ukrainians can apply for marriage registration through Diyu, get an electronic court order and even declare their desire for adoption. Thus, more and more departments are involved in the implementation of the program “Power in Smartphones”. A logical solution seems to be the creation of the Military Cabinet, an electronic platform that will allow you to submit reports, save documents in one place and create bypass pages. The Ministry of Digital Development says such a tool will certainly emerge, but so far this task is not a priority.

Why do we need a military cabinet?

“Today, the Ukrainian armed forces need everything related to innovation, technology and modern thinking – without moving in this direction, we will not be too different from the Soviet armies of our neighbors, especially the Russian armed forces – the most miserable phenomenon is Sergey, officer of the 251st battalion of the Ukrainian Armed Forces Troops. Kostinsky, “of our time.

He is confident that the introduction of the Military Cabinet can become an important part of the reform of the Ukrainian army.

“Human-centredness and technology are our main military priorities when we talk about the reform of the Ukrainian Armed Forces during and after the war,” the officer emphasizes.

Union officer David Bagatar agrees with him. He is sure that the electronic cabinet can be a really useful tool for Ukrainian soldiers.

“This is comparable to TSNAPs – when you solve all your problems in one ‘window’, no queues and minimizing the human factor,” he explains.

In other words, you can forget about strained relations with leaders or any corruption issues while presenting documents.

What operations does the military want to carry out through the electronic office?

There is no such tool yet, at least as there is no articulated development in the knowledge domain, respondents Focus the military gives his personal view of what can be done with such an electronic platform:

  • submitting reports (for leave, for dismissal, for payment of financial security, for payment of funds for rehabilitation, for transfer, etc.);
  • create bypass pages;
  • obtaining a certificate of participation in hostilities (UBD);
  • collecting information about logistics;
  • use your health card.

David Bagatar says he sees this tool as a personal electronic account linked to a particular military unit’s document flow.

“For example, there are often problems with vacation reports. The boss has decided not to sign the paper, and you are not going anywhere. Then the document will go into the system one way or another, it will be automatically saved in the electronic office. And even if they do not sign, they will have to state the reason,” he said. arguing soldier.

Thus, the whole process will be as transparent as possible. And the commander will no longer be able to claim that he did not receive any reports.

If we are talking about the storage of military information on the logistics of soldiers in the Cabinet, this will allow the General Staff of the Armed Forces of Ukraine and the Ministry of Defense of Ukraine to see all the data on the special needs of the units. distribute volumes and therefore resources more efficiently.

Is it safe to store military-related information on an electronic platform?

The emergence of “Дії” in Ukraine was accompanied by constant talk about the alleged leak of personal data. It is reasonable to assume that the emergence of the Military Cabinet will cause a wave of criticism about the risks of storing such information on an electronic platform. But Bagatar is confident that this problem will not become a problem.

“I think there is already enough experience in the development of such systems in Ukraine. Delta is an example. [система позволяет в режиме реального времени отслеживать положение войск противника. Используется Силами безопасности и обороны Украины]the addressee, who has a sufficient degree of protection, “says Focus.

At the same time, he emphasizes that the risk of information leakage will always exist and this should be understood from the beginning. However, if the Army Cabinet is only going to collect documents, including reports, then this issue is not so critical. However, if we’re really talking about adding information about the logistics of strategically important parts, that should mean an entirely different degree of protection.

When will the Military Cabinet appear?

Mikhail Fedorov, Head of the Ministry of Digital Development, answered a question in the Forbes Ukraine magazine Business Breakfast on Wednesday, March 15. Focus About when the military cabinet will appear in Ukraine. In particular, the Minister noted that a new CDTO has been appointed within the Ministry of Defense. [Chief Digital Transformation Officer — профильный заместитель министра по вопросам цифрового развития] – On February 22, this position was taken by Vitaly Deynega, who founded the famous charity Turn Back Alive.

“Currently creating a list of projects. [будет] works, gives priority to them,” said Fedorov.

According to the head of the Ministry of Digital Development, the Military Cabinet will certainly be formed, but it is not a priority at the moment.

“I definitely do not see the prospects for the next six months, they need major organizational, technological changes. But this will certainly be created, because we have a lot of military people who need to provide super cool service,” Fedorov said. stressed.

Recall that on March 9, the Kharkiv joint military commissioner of conscription, colonel Volodymyr Arap, said that he went to the fact that the Ukrainians will receive summons through “Diya”. The Ministry of Digital Transformation denied the Arab’s statement and stated that it is not expected to issue a subpoena with the help of Diy.
