Lombardy restarting car incentives to support fleet renewal. Council led by Attilio Fontana allocated almost 12 million euros, 11.848 million euros, to be exact. The incentives are for individuals residing in Lombardy. Governor Attilio Fontana commented on this novelty:
Green car incentives are one of the measures we are taking to improve air quality in our region. In this way, we meet the needs of many citizens, allowing them to replace old and very old generation cars.
New 2023 car incentives in the Lombardy region they are valid for the purchase of petrol, diesel, methane, natural gas, hybrid, electric or hydrogen vehicles. Contribution varies from 1000 to 4000 euros depending on the type of car you are going to purchase. However, be careful, promotions do not only apply to newly registered cars. In fact, the regulations state the following:
purchase of a car (category M1 in accordance with article 47 of the SDA), newly registered or already registered after January 1, 2022 in the name of the vehicle manufacturer or seller / dealer, capable of guaranteeing zero or very low emissions of pollutants with a variable contribution based on the principle technology neutrality based on PM10, NOx and CO2 emissions

As you can see, the stimulus depends not only on emissions CO2 but also from NOx (nitrogen oxides). In addition, in order to be able to access contributions, it is necessary to respect some conditions:
- write-off of the car, for scrapping (up to Euro 2 with petrol included or up to Euro 5 with diesel fuel included) or for export abroad (only Euro 5 with diesel fuel);
- Possibility of purchase without radiation with a reduced contribution only in case of purchase of a car with zero emissions
- application by the seller of a discount of at least 12% of the list price of the base model, less any additional equipment, or at least 2,000 euros. Only in the case of purchasing an electric vehicle or a hydrogen-powered vehicle without radiation from the polluting vehicle, the applied discount must be at least 1000 euros (including VAT);
- ownership of the vehicle to be scrapped up to 12 months from the date of application
- the obligation to own the acquired vehicle for at least 24 months after the registration of the vehicle
- the base price (excluding any additional equipment) must not exceed 35,000 euros for the CO2 emission range from 61 to 120 g/km and 45,000 euros if lower
Obviously, the purchase of a new car must be made in the dealerships of the Lombardy region. These incentives can be combined with national ones. The concessionaires will advance the contribution to the citizen and then receive a refund from the Lombardy region.

The notice will be published by August 2023 and in order to apply, the citizen will need to access the bandonline section of the website of the Lombardy region.
