“Those who know how to attack landings should do it”: How the Ministry of Defense wants to change mobilization

Ekaterina Chernogorenko says new electronic records and digital tools will help Ukrainians go to war on favorable terms.

In addition to “Obereg” in Ukraine, they also want to create a new electronic registration system for military personnel and change the rules on the mobilization of those responsible for military service. The details were outlined by the Department of Defense Director of Digital Transformation (CDTO) in an interview with the DOU IT community.

According to him, it is planned to create a three-stage structure within the scope of digitalization. The first stage is the registration of persons responsible for military service “Obereg”. This project has already been completed, the number of records has been increased by 750 thousand and the data has been verified by 88%. While efforts to transfer the data of military personnel to the digital environment continue, combat veterans will soon be able to receive services electronically from the Ministry of Veterans Affairs. Such cooperation seems logical.

“It is important that military personnel records are implemented as soon as possible. It will be a project similar to the Amulet project. When a person becomes a veteran or his contract expires, these data can be used to receive various services related to military service.” military service,” said Ekaterina Chernogonko.

He noted that this is the basic process of creating the software part of a web application for all online services that can be provided to military personnel, because currently the most critical user in Ukraine is the military. The largest employers in our country are the Armed Forces of Ukraine, the National Guard and the SBU, which carry out military operations side by side.

The Director of Digital Transformation at the Ministry of Defense also said that his team has already proposed to the government a project for military registration through Administrative Services Centers (ASC). Interested citizens will be able to register or have their military registration deregistered, as they know how to quickly process data in digital format. Such a system provides effective service relationships between the state and citizens.

Another story is the opportunity to become a drone operator within the scope of mobilization. Ekaterina Chernogorenko promised that a digital and gamified user-friendly tool will be created so people can “go to war on their own terms.” According to him, this approach will, over time, significantly change the mobilization process as a whole.

He also noted that the Ukrainian Ministry of Defense should provide the army with IT products, and specialized specialists are needed for this:

“This means the Army has to come to the Department of Defense and provide the business requirements for the systems it needs. The goal is to bring together the best IT people who can quickly build and deliver combat and non-combat systems for the Army.”

He added that despite the popular belief that no one wants to be a marksman, many military personnel are willing to defend the country and perform military missions. But some find it difficult to adapt to conditions on the front lines, especially if they have previously held a civilian job.

“I believe that landings should be raided by people who know how to attack landings and are motivated to do so. Can I influence the staffing process? No. Can I move people to contribute to IT systems? Yes,” explained the Ministry of Defense CDTO.

In a conversation with journalists, Ekaterina Chernogorenko said that the Ministry cannot attract all IT specialists to work, because someone has to defend Ukraine at the front. However, the department must respond appropriately to the needs.

“For example, if I need certain people right now, I need to quickly get them up front and have them help implement IT products. We constantly have vacancies, we are introducing an SAP system to the army, we are looking for SAP experts,” Chernogorenko explained.

Let us remind you that an IT expert just explained how the updated “Amulet” registry works. It works as of today but is not currently in sync with other government records.
