De Leon has not attended a council meeting since 11 October. The council member rejected calls for him to resign due to his involvement in a 2021 racist conversation with council members Gil Zedillo and Nuri Martinez, as well as a senior county worker who was leaked in October.

He is also facing an impeachment petition that is in the process of collecting signatures to run in the election.

De Leon, who apologized after the taping, insists he has no intention of resigning. About a month ago, he began to quietly return to public life, attending food distributions, festive dinners and other social events, but was absent from the council chambers until Friday morning.

De Leon entered the cell during the public discussion and took his seat. When the audience realized that he was there, protesters yelled at him to leave, while his supporters applauded. De Leon watched the commotion as he took his seat on the council for the first time in almost two months.

Council President Paul Krekorian immediately adjourned and then approached de Leon, with whom he was having a lively discussion, at one point pointing at the noisy audience. All participants left the place.

The audience remained, with De Leon’s supporters chanting “Kevin” and the protesters responding “racist”.

Krekorian previously said thate if De Leon tries to return, the other council members will leave the meeting. Prior to de León’s arrival in the House, several of his supporters made public comments in de León’s defense.

When Krekorian resumed the meeting, De Leon was no longer in the frame. Krekorian made no further mention of the confusion caused by De Leon’s presence.
