The position of the Russian authorities on the taxation of Russians working from abroad has not yet been finally formed. This was stated by the Minister of Finance of the Russian Federation Anton Siluanov. He noted that initiatives on this issue should not lead to the creation of negative incentives for business.
Siluanov noted that the main thing in this matter is “do no harm.”
Earlier, the State Duma proposed the abolition of preferences for those who left Russia. As well as the introduction of an increased tax rate for them. The lower house of parliament noted that work on this initiative is already underway.
“We could probably say that by providing certain services from abroad on the territory of the Russian Federation, a tax can be paid from this“, – said Siluanov.
According to him, the government is working on the issue so that taxes are paid in this way, without creating any negative incentives.
“Therefore, we weigh the proposals of the deputies, and the government will decide on the position“, said the minister.
The Ministry of Finance noted that they would like to exclude the practice of non-payment of personal income tax from payments to remote workers who do not receive tax resident status in any state or receive this status in a low-tax jurisdiction.
Legislators offer a tougher option – they propose to introduce a higher tax rate for those who left Russia, but the Ministry of Finance sees risks for the budget in this.
