Ukrainians will be banned from traveling outside of Ukraine and their accounts will be blocked in case of arrears for utilities.
Citizens of Ukraine who have debts for public services are at risk and may lose their property. In general, the number of debtors has increased by 22% since the beginning of the full-scale war. In Ukraine, there is only one electronic register, where everyone has the opportunity to learn about debts for payment of housing and communal services.
On the website of the Ministry of Justice of Ukraine, 615 thousand people are registered, which is indicated in the case of debts for non-payment for utilities. This record has been preserved since the beginning of a full-scale war. Registered debtors face certain consequences, in particular:
- Travel ban outside of Ukraine
- blocking and limiting the opening of bank accounts
- Prohibition of notarizing any transactions, including contracts for the sale of property

Citizens must also pay for public services while abroad. This is especially true for the maintenance of the house and the local area, and for central heating.
A significant number of people believe that litigation in civil service cases is prohibited during the war, but this perception is not correct. In non-conflict areas, utilities have the right to apply to the courts and require debtors to pay for utilities rendered. The case may also be considered under a simplified procedure.
