Monetary maintenance of military personnel is the largest item of expenditure of the general fund of the state budget for the January-July period of this year.
The largest expenditure item from the Ukrainian state budget in 2023 is cash payments to military personnel. According to the Ministry of Finance of Ukraine, the state has already spent 520 billion hryvnia for these purposes in the seven months of this year.
The Ministry notes that from January to July the expenditures of the general fund of the state budget amounted to 1.64 trillion hryvnia, and in July – 231.8 billion hryvnia.
The largest item of expenditure (40.8% of the total) was accrued wages – 669.9 billion hryvnia was spent on it. Only 518.8 billion hryvnia was transferred for the maintenance of military personnel.

Payments for the use of goods and services are in second place (24.8% of total expenditures). This article was funded by UAH 406.3 billion, including UAH 65.3 billion in July.
Most of this amount goes to the Armed Forces of Ukraine. Thus, spending 276.9 billion hryvnia, the state bought:
- military equipment;
- weaponry;
- ammo;
- individual means of protection;
- fuel;
- Food.
Another 78.6 billion hryvnia from the state budget was transferred to the National Health Service to support the program of state guarantees of medical care for the population.
Social security (pension, scholarships) ranks third in terms of expenditure. The state received 304.6 billion hryvnia. Of these, UAH 159 billion was paid to the Pension Fund of Ukraine (PFU) to ensure the payment of pensions, UAH 105.5 billion to be paid by the Ministry of Social Policy for social protection and support of the population.
Payments to the military
On June 28, the Ukrainian parliament supported bill 9342, which provides for the return of additional payments to the Ukrainian army. As People’s Deputy Oleksiy Goncharenko reported, the law was supported by 311 deputies present in the Verkhovna Rada hall.
Military recruits and cadets will be given 30 days off during the year in addition to the additional fee. Oleksiy Goncharenko emphasized that it would be most expedient to refund the surcharge in the amount of 30,000 hryvnia for absolutely all military personnel.
Recall that on June 2, 2023, Finance Minister Serhiy Marchenko said that Ukraine finances its Armed Forces and other security and defense sectors from its own budget. According to him, the Armed Forces of Ukraine receives from 130 to 140 billion hryvnia every month. At the same time, the government is closing the financing gap through war bonds and borrowing.
