In Ukraine, since May 2023, law No. 3048 is in force, which continues to block money in accounts payable. But they soon want to soften the effect of the law on some citizens.
They want to prohibit Ukrainian banks from receiving funds they receive as part of livelihood assistance for internally displaced persons (IDPs). Irina Vereshchuk, Deputy Prime Minister and Minister for the Reintegration of the Temporarily Occupied Territories, said that the relevant draft law No. 9065-1 is already registered on the Verkhovna Rada website.
According to him, IDPs are increasingly complaining about banks raising funds for payments to IDPs. According to Vereshchuk, this is unfair to people who find themselves in a difficult situation because of the war.
“These people have been left homeless and propertyless. Many of them have no jobs. I understand that an immigrant may owe the bank. But there are risks involved in making commercial loans that are part of the banking business,” he said.
Irina Vereshchuk also stated that the state pays IDPs to help them survive for a while, not so that banks can get this money.
Note from the explanatory note that it is known that banks want to prohibit the collection and seizure of the borrower’s funds in a separate current account in a special mode during the statutory martial law regime and for 30 calendar days after the expiration or cancellation of this regime. Opened use for crediting related funds:
- as targeted financial assistance received from representatives of the public, charitable organizations, international organizations and international organizations in Ukraine, the list of which is approved by the central executive body, which ensures the formulation and implementation of state policy in matters related to the temporarily occupied territory;
- as state aid to internally displaced persons to live;
- As state social assistance to low-income families.
“The adoption of the draft will help the most vulnerable segments of the population, particularly internally displaced persons, low-income families and the population affected by the Russian Federation’s military aggression against Ukraine, and freely receive funds from the public. Charitable organizations, international organizations and agencies of international organizations aim to receive state aid for living for IDPs and low-income families, as well as targeted financial aid.
Recall that from May 2023, Ukrainian banks received notifications about the blocking of funds in the card accounts of their customers. All this is due to the entry into force of the Law “On Amending Certain Laws of Ukraine on certain features of the organization of the execution of court orders and decisions of other bodies during martial law”.
It canceled the order of the Cabinet of Ministers dated March 2, 2022 No. 198-r “On ensuring the implementation of population settlements under martial law”, thanks to which, during a full-scale war, citizens could freely use the funds. even from arrested accounts.
