Economist Mikhail Kukhar says that with the help of the West they managed to get one trillion hryvnia, and this amount was not deposited in the budget because they were not sure that the money would be there.
This year, Ukrainian authorities minimally invested the money of Western partners in the country’s budget, so when they finally came, it turned out that this money was more than a trillion hryvnia. He stated this in an interview Focus Chief Economist of Ukraine Economic Outlook, Mikhail Kukhar.
The expert says that the Ministry of Finance did not make any calculations for this financial assistance because they insured themselves in case the West could not fully assist Ukraine. Therefore, since this financing, in his opinion, was not planned, we have the so-called “new paving stones” and others, which, in the opinion of society, are far from the most important expenses during the war.
According to Mikhail Kuhar, the government announced that $ 37 billion was missing from the budget to be balanced, but the assistance of Western partners was so active that, as the economist said, we exceeded the budget by 53 percent during the war.
“I can’t blame the Ministry of Finance for this,” says Mikhail Kukhar. “They acted sensibly: they set aside the minimum amount, and if there is extra money, then there is always somewhere to spend it.”
However, the economist emphasizes that in addition to the financial aid from the West, there is also a surplus in some tax items. According to Mr. Mikhail, all this tax excess is due, among other things, to the terror of Daniil Getmantsev’s tax committee against entrepreneurs, which continued during the war.
The economist says that in this case the tax collection policy should be much more faithful, because business suffers from a lack of both workers and buyers. Meanwhile, according to Mr. Kuhar, the ministry blocked 20 to 30 billion hryvnia in tax bill accounts. The economist says that this is complete nonsense, considering the amount of one trillion extra hryvnias. He believes that all this tax terrorism is done only for the sake of perpetuating corruption.
The authorities must understand that the more businesses survive in Ukraine, the stronger the economic and real front will be. Mikhail Kukhar states that after the victory, the business world will be the main shoulder to support Ukraine’s development.
