Compensation for damaged housing: Will there be payment for occupied apartments?

Ukrainians whose houses were damaged and occupied as a result of the large-scale occupation of the Russian Armed Forces will also be given money from the government to buy new houses. The government announced when payments will begin.

In 2024, Ukraine may introduce a new type of compensation for housing damaged during a large-scale war. We are talking about housing of Ukrainians located in territories temporarily not controlled by the Ukrainian authorities. This was stated by Deputy Minister of Development of Communities, Regions and Infrastructure of Ukraine Natalya Kozlovskaya.

He explained that the Ministry plans to offer Ukrainians in 2024 the opportunity to receive compensation for damaged housing located in temporarily occupied territories. The pilot project where the function was tested is the city of Melitopol.

Kozlovskaya also said that the government wants to reform the Housing Code because it is outdated. Authorities are consulting with international partners on this issue.

“This helps us integrate European and world best practices into the new housing policy. We set ourselves the task of helping every Ukrainian solve their housing problem quickly and efficiently. Housing must be affordable and all processes must be made transparent and digital.” he explained.

Compensation for housing damaged during the war: what you need to know

The state program “Evidnovlennya”, under which Ukrainians provide compensation to the public up to 200 thousand hryvnia for the repair of damaged housing, became operational in May 2023.

In the last month of summer, a new phase of “Europeanization” began, and Ukrainians were allowed to apply for compensation for their destroyed property. Before this, citizens applied to Dii only for the repair of damaged properties.

Can I get compensation for repairs already made?

Parliament has already approved the relevant changes. So, the procedure for obtaining compensation for repairs already made will be as follows:

  • a person submits an application indicating an open account of a Ukrainian bank;
  • the commission assesses the damage, inspects the property and records the construction work performed;
  • If desired, the applicant may submit documentation confirming the repairs.

Meanwhile, Ukrainians will be able to use the housing certificates they received under the eVidnovlennya program to pay the first installment under the eOselya program. The Ministry of Economy announced which citizens can benefit from this right and receive a privileged mortgage for housing.

We also note that in order to receive compensation under the e-Renewal program, the applicant’s residence must meet four conditions.
