It will become even easier for Ukrainians to receive subsidies from Dii: what has changed

According to Deputy Prime Minister Mikhail Fedorov, Ukrainians who will now apply for subsidies on the Diya portal will need to fill in 7 fields instead of 21.

In 2024, Ukrainians will be able to apply for subsidies for housing and communal services much faster, since the registration procedure on the Diya portal will be simplified as much as possible. Deputy Prime Minister of Ukraine for the Development of Innovation, Education, Science and Technology Mikhail Fedorov announced this on his Telegram channel.

According to him, it will be possible to apply for a subsidy through the portal within ten minutes.

“Minimal clicks and wasted time,” he said.

Fedorov noted that experts managed to triple the process of applying for subsidies through the portal. If previously citizens had to spend thirty minutes for this, now this procedure takes only ten minutes, as Ukrainians have to fill in seven fields instead of 21. Most documents will be automatically withdrawn from records, so people will no longer need to stand in queues to collect certificates and fill out long questionnaires.

“This service is available for Ukrainians who have never applied for subsidies,” emphasized Mikhail Fedorov.

How to get a subsidy without a rental agreement and registration?

As explained by the Pension Fund of Ukraine (PFU), housing allowance can be granted to a member of the household who is not registered (undeclared) in housing, but actually lives there because he signed a rental agreement.

However, in the absence of a rental agreement, assistance is given if the people living in the property and who do not own their own property are internally displaced persons (IDPs).

Innovations in the housing and communal services sector

A bill was registered in the Verkhovna Rada with a proposal to introduce a moratorium on the termination of the provision of housing and communal services to some household consumers. We are talking about bill number 11015 dated February 16, 2024. Therefore, it is proposed that the state support vulnerable Ukrainians who cannot pay their electricity bills in full. In this case, there is no risk of utilities being disconnected:

  • disabled people;
  • non-working citizens receiving old-age pension;
  • Low income families;
  • big families.

They want an extension of the moratorium on assessment, collection and suspension of the provision of public services to these categories of citizens until martial law is lifted in Ukraine.
