Ukrainians may not pay for all utilities: what you need to know

As explained in the State Food and Consumer Service, consumers can request a recalculation if they are dissatisfied with the quality of the services they receive.

Local officials have repeatedly urged Ukrainians to pay their bills on time during a full-scale war with Russia. However, in some cases, some consumers may ignore their electricity bills or even request a recalculation. The State Food and Consumer Service reported this on its Facebook page.

On what grounds can a consumer not pay for utilities?

It is stated that the government has changed the procedure for recalculating the cost of public services. In some cases, consumers may not pay at all for services provided. This means you cannot pay in the following situations:

  • public services were not fully provided;
  • no services provided;
  • public services failed to meet certain quality standards.

If the consumer declares one of these signs, he has the right to request a recalculation of the cost of utilities. To do this, you need to contact the regulator with a complaint report.

The supplier will then verify the information provided by the consumer. If the latter turns out to be true, the regulator will be obliged to recalculate within 30 days and the consumer will receive compensation.

“If the consumer’s requirements are met and the claims specified in the law are verified, a recalculation will be made within one month from the date on which it was decided to meet the requirements,” the message said.

What utilities can you not pay for?

The Cabinet of Ministers established rules that allow Ukrainians, whose violations by utility companies, not to pay for services and demand compensation:

  • the household waste collection plan was violated;
  • the air temperature in the house is below acceptable;
  • the temperature of hot water and coolant is below normal;
  • Hot and cold water in the room is of poor quality.

Who most often does not pay for utilities in Ukraine?

According to Alexander Sergienko, director of the analytical and research center “City Institute”, residents of two districts of Kiev always accumulate serious debts for utilities.
