Benefits of paying for utilities: The Council of Ministers explained how to get a 75% discount

Ukrainians who want to receive a discount on housing and communal services can do so in person, online or by sending the necessary documents by mail.

In Ukraine, fighters can spend significantly less on housing and communal services. To do this, they need to take advantage of the advantage provided by the state and get a 75 percent discount. This was reported on the Government portal on March 18.

It is stated that not all housing and social service assistance is provided to the fighters. So you can get a discount and pay less:

  • for gas supply, if there is a gas stove and centralized hot water supply, consumption should not exceed 3.3 cubic meters per person per month;
  • for electricity supply in residential buildings with gas stoves, in the presence of centralized hot water supply – 70 kW/hour per month for a family of 1 person. Additional 30 kWh per month for each other family member. But there is a limitation; The “preferential” volume should not exceed 190 kW/h per month.

What documents are required to benefit from the discount?

Citizens will need the following documents:

  • application for entering information into the registry of persons entitled to benefits;
  • application for use of housing and communal services;
  • Identity card of the participant in hostilities;
  • passport;
  • Registration number of the taxpayer’s account card (RNUKVP, identification code).

You can send documents in 3 ways:

  • in person – at the service center of the Pension Fund of Ukraine (PFU) / in the executive bodies of villages, towns, municipal councils corresponding to territorial communities / in central administrative centers, regardless of the place of registration or actual place of residence;
  • by mail – send copies of documents to the mailing address of the Main Directorate of the Pension Fund in your region;
  • online – on the PFU electronic services web portal or on the “Diya” portal.

Recalculation of benefit costs

In Ukraine, at the beginning of 2024, the procedure for recalculating the costs of utilities has changed, so consumers are allowed not to pay for some public services provided. This means you cannot pay in the following situations:

  • public services were not fully provided;
  • no services provided;
  • public services failed to meet certain quality standards.

In particular, the government has established that the consumer can request a recalculation of the cost of housing and communal services if at least one of the above signs is present. In order for the recalculation to occur, the consumer must prepare a claim document and submit it to the regulator.
