System “Oculus”: won a service for searching banned content on the Internet in the Russian Federation

The system works as a classifier that analyzes the content of videos and images for extremism, drug promotion and LGBT propaganda.

Roskomnadzor has launched a system to automatically search for banned content on the Internet – Oculus. A representative from Russia’s Main Radio Frequency Center (GRFC) told Vedomosti that the system has already “fulfilled its duties: detecting violations of the law in images and video materials.”

According to the official, the system was tested in December 2022, and in January this year the integration of the system with other Roskomnadzor monitoring tools began. He also explained that Oculus’ main mission is to detect images and videos that violate Russian law. Specifically, we’re talking about extremist issues, illegal calls for mass events, suicide, drug promotion, LGBT propaganda, and more.

“The system recognizes images and symbols, illegal scenes and actions, and analyzes text in photo and video materials. Oculus automatically detects such violations,” the official said.

How does Oculus work?

Natalia Tylevich, Managing Director of the Social Lab company, said that the Oculus system includes the tasks of classifying images and videos according to certain requirements, which includes the main criteria for prohibited content.

The system works as a classifier with a predefined set of information sources that distinguish between content with and without illegal topics. In other words, the task of the system is to analyze images and videos collected by profiles on websites, communities and social networks for compliance with legal requirements. At the same time, Tylevich claims that the system does not collect data, but categorizes them.

It was noted that before the introduction of the system, Roskomnadzor experts manually processed the data. On average, it took a day to process 100 videos and images. Now “Oculus” will analyze more than 200,000 images per day, meaning one image will be processed in three seconds.

According to GRFC officials, the total cost of a set of solutions to detect illegal content is estimated at 1.5 billion rubles (750 million hryvnia).
